As discussed in the Baby Pokmon post at length, WOTC attempted to rewrite the text of a number of cards to ensure that even though they changed how Baby Pokmon count as Basic Pokmon, cards that refer to Basic Pokmon and didnt mean to also interact with Baby Pokmon would get this (except Baby Pokmon) line added to the text of the card so their rewrite wouldnt cause any problems
