It probably falls a little short of being a bomb, as it doesnt dominate the game when it gets to the later stages, but it is still pretty darn good A two mana 3/1 with upside will usually make the cut in aggro decks, but it isnt anything special This has really good stats, and a great modal ability that will almost always do something meaningful

While this isnt expressly discussed in Marks color pie article, I think that one-shot regeneration effects like this are probably primary in green and black, and secondary or tertiary in white
