As near as I can tell, it is a fictional map prepared by John Smith for illustrating the new topographic mapping styles. It appears to be the precursor to our modern USGS Topo maps we are all familiar with. This map is part of the diagrams that pertain to Appendix 22 in the Report of 1865.
